When Vladimir Yakunin was head of the Russian Railways, there were two main groups that use money for construction:

2. “Tonyivskie” is a group of people from Voronezh and St. Petersburg plus immigrants from the Baltic Construction Company, united to one degree or another by Oleg Tony, vice president of Russian Railways.

What was done in 2006 was the creation of JSC Russian Railways, which acted as general contractor at all major construction sites of Russian Railways. But BSK ceased to cooperate with Russian Railways in a couple of years, in principle.
